DRL & Highbeams Both Out

DRL & Highbeams Both Out
I checked the DRL fuse and also switched the Headlight relay with the Starter relay and the car still started. I kind of wish it didn't.
Are there any other fuses/relays I should check? Is there a DRL module test procedure? How are the DRL & Highbeams inter-related or are these two separate problems?

strange how both highbeams can go out at the SAME TIME!
anyways pulled back the liner and replaced those burnt out H9's and everything is back to normal, if you have big hands, good luck getting them out
