Driving Lights
I have found very few instances where I needed fog lamps, but I could
get a lot more use out of a good set of driving lights.
Has anybody swapped the fog's for drivers?

not sure I understand the question but you're looking to drive with the fogs on all the time?
Have you looked into the foglight rewire and then just getting better bulbs for the fogs?

Would like to remove the fogs and replace with driving lights.
I only see fog a couple times a year, but would love to have the
extra illumination on country roads at night.

just upgrade the fog light bulbs to the Hoen H11''s (do a google search for hoen usa) and have the fog lights on whenever you have your headlights on.

I'm not an expert, but I think what makes the lamps different would be the reflector.
A fog lamp puts out a wide shallow beam, while a driving throws off more of a
pencil beam...long and narrow
