I live in sunny South Florida and it gets hot here but the cup-holder cover is always open while driving and it never gets warm in there. I put a layer of Dynamat Extreme under the cupholder, and made no significant difference.

There were some DIY for insulating under the box on here somewhere...you could also put in an aftermarket midpipe...that really cooled this area down in my car.

How about putting a peltier cooler in there to chill it down? Or maybe take one out of those electronic coolers and rig it. I've seen single-cup/can chillers that may be made to fit in there if there is room.
