I haven't posted in a while as to my status, but as an update I have done both of the memory resets with no change in startability. In retrospect, I wonder if the decarb could've caused more harm than good. The seafoam was allowed to soak for about 1.5 to 2 hours as opposed to the recommended 1. Is it possible that the carbon cleaned by the seafoam reformed somewhere else before burning it off causing significant compression loss one or more faces rather than increasing compression?

Im in central texas. And the vin report can be handled at your service department, simply give them your vin (its on the windshield and door jam) and they will print a report. As for the compression issue fuel delivery would not affect that ajd if there was an issue there it would more than likely be fuel starved at high rpm so the fact you can get it up that high is interesting if it were fuel. Now of your coils are bad those are an easy fix but we still gotta see that compression test.

have you heard of anybody who has put a used engine and worked fine I mean here where im from we have companies that sell engines with 3 year warranty on them so I don't know if I should or not? and I live in pleasant hill close to san Francisco.

I put in a used engine with about 8K miles in mine with no issues

I just would be more cautious about one with 66K that's all. It could be a good engine...but the compression is the thing

The reason you have no loss of power at redline is because Wankel engines generate more compression at higher rpms. That is why the dealer lists the rpms in the test. The numbers are typically normalized to 250 rpms. The engine will actually run with no apex seals at redline.
