It's under the rear seat that is behind the driver's seat for US models. I can't speak to RHD models since I don't know if that is one of the things that gets transposed over or not.
No, it's actually part of the fuel pump assembly. I believe you can remove just the filter, but usually when there is a fueling problem it is the pump, not the filter. And replacing the pump nets you a new filter.
