I think its a Great Idea but you should wait till you see what stock temps are like first. It may be that with the upgraded turbo and at your target pressure you will not have a problem with stock temps. If it is a cheap fan pick one up and experiment!
I do think you should look into modding your rad shroud like we had talked about.

Why are you trying to reduce intake temps when your stationary? that's the only time it would be useful. Not to mention the fan, if positioned close to the IC could cause a restriction for the air passage.

^ He has a point... would the fan really do much for an IC? The IC is going to be mostly for when you're boosting and the fan will only help when you're at a stop or really low speeds. If heat builds up, it could be helpful in speeding up the cooling process between hard pulls, but a little bit of normal driving would have the same effect.

IDK, i can see it helping out in the hills where you will be going low speed but boosting Alot. As long as it is only covering part of it I dont think it would be a problem. I say try it out. Even at its worst I dont see it hurting a whole lot as long as you keep an eye on things. If you look at the car that won pikes peak hill climb this year they had fans on all the inter-coolers.
Yeah I just find in teh RX-8 that IAT's shoot up when are sitting still and performance is greatly affected if everything gets heat soaked. Getting air flow obviously helps almost immediately but for $30-$40 it can't hurt and it won't block much flow at speed. I just remember people doing back in the day that had corner mount IC's on Eclipes (like your S4). But maybe I will wait and see first.
My vote goes towards running an air-to-liquid IC...

Well, as long as it doesn't significantly impact air flow, it shouldn't hurt anything. Nothing wrong with experimenting either. I can see a fan helping with general cooling under the hood, I'm just not sure how much gain would be seen with the IC, though I might be wrong.

I have the air/liquid cooler, but I am going to tackle that after everything else is done and the car is running properly. Then later I will try that route if I think there will be any benefit to it. I have actually thought about running both

It might depend a lot on the fan. I doubt a fan will perform as well or better than the flow of driving at 20-30 mph, especially since this would only be on one side. Since the fan wont mimic peak performance, the last thing you want to do is lower the peak performance by limiting air flow with the fan.
Obviously this wouldn't be the fan for your application, but the design appears to be much more open than the fan you posted, so it might be quite a bit less restrictive.

The fans are needed.

Yeah I looked at doing a SMIC but it was just too complicated.

I found a couple of threads about electric boost controllers versus manual boost controllers and I understand the pros and cons but has anyone tried running a high quality manual controller?
