'Don't know if they're required but they are definitely allowed and even encouraged. Where I lived in Germany it got insanely foggy and everyone had them, either OEM or aftermarket. The aftermarket ones are halogen with very deep red lenses, mostly made by Hella, and they are EXTREMELY bright. And, it is illegal for them to be illuminated except in heavy fog. They are so bright as to be effective in the fog, even during daytime hours.
