How would I remove the governor or cancel it out?

nah look at his post again hes talking about FL Governor. That's Florida which is apparently some one named Rick Scott. Never trust a man without a last name. that two first names thing is weirder than having just one name.

Now for the real answer.
There isn't a governor in the car. The automatic versions have a speed limiter built into the ecu that is so high, you aren't likely to hit it even on a road course. If you go turbo, you'll likely find out how to bypass that on your own.

Assuming he is referring to vehicle speed rather than engine speed ...
