Using the tool from mazda is a lot easier. The universal spanner you can get from napa or from auto zone isn't easy to use. The universal ones tend to twist and slip resulting in bloody knuckles and expletives flung every direction. I have found that if you do use the universal spanners, get a punch or center pin to place into the small holes in the top of the ring and use that to hold against the spanner to help it from twisting and slipping.

DO NOT BUY THAT FROM MAZDA! NAPA sells a comparable tool for like $20. If you search on here there is a thread with the part number - seriously, $145 is waaay too much unless you really can't get the NAPA version and are in a really tight spot.
I did this without a fuel pump tool just now. I sprayed some PB Blaster last night, then this morning I pounded it off with a big screw driver and a hammer. No broken tabs.
On another note, this is something I apparently did not need to do. 04 with 70k on it, never have removed the pump, I do not premix, and always use name brand gas. Only a few particles and a few small strands on the filter. The outside of the tank itself was filthy, but everything else was clean.
This is definitely worth filing away for future use.

Simply get a 1.5 inch wide steel strap 1/8 inch thick 3 foot long piece from HD
Bend it into a u shape 2 right angle bends with two legs about 4 inches long and 6.5 inches or the width of the ring across the top.
You wont use the whole piece of steel strap that you get, it is 3 foot long piece. You only use about 15 inches worth of the 3 foot piece.
curl the ends to match the profile of the ring
use a 7 inch hose clamp to squeeze the legs down between the plastic ridges of the ring.
And you have an easy home made tool to remove and install that white plastic ring that hiolds the fuel pump assembly in the tank.
total cost from HD was 8$ a whole lot better than spending 60$ for the special tool number 6856

I finally bought the spanner wrench from autozone (they said they are not going to rent this one). I still can't get the cap to open. Is there any special trick to it? I just sprayed some penetrating oil on it and will try again in the morning.
Also, somebody asked about right way to disconnect the fuel line in earlier posts, but I saw no answers....I am a newbie too and that insight will definitely help

Its just a c clip (the green part on the end of the hose), get your fingers either side of the 2 ends and pry apart enough to pull over the hose. Beware of the fuel that WILL leak out. Place plenty of rags under the hoses before hand.
I am giving up on the spanner wrench..it just gave me a bloody forearm on the second try. I'll try the hammer thingy a few times over next few days before I give up. I haven't broken any tabs yet, so I must not be trying hard enough.
Thanks. I will make sure of the rags. Also, I waited for the tank to be less than 1/4. So hopefully there won't be much of a mess.
