It's India.
I lived in Thailand, and while it's no walk in the park, it is fairly organized. The only annoying thing are the motorbikes weaving between cars at stop lights so they can get out in front.

the rules:
1. no passing is allowed
2. the following car wins if it could catch up to the leading car
3. the following car losses if it was left behind.
