After having to move to Californistan for work temporarily, I have yet to see the improved quality of life that it has over anywhere else. Unless quality of life equates to massive over population (and all the problems that creates), the highest energy costs in the country (even though I can see about 50 wind turbines at the base of the mountains right out the window), and the highest housing costs in the country. I don't understand the hype, there's nothing really special about it, and when people say it's better than most other places, it just screams "I haven't really been anywhere else." Hear about all those Californians that move to Austin/Boise and hate it, then return to California? Yeah, me neither.
For those of us that just don't want to be around too many idiots and be left alone with our family, it's a hell-scape. Not that California has more idiots than anywhere else (though it just might), it's just there's so many people you're far more likely to encounter one in your daily activities.
I completely understand why California would outlaw anyone modifying their car. It's the same reason they outlawed semis older than I believe 2011 from driving on their roadways; there's so many of them required to keep the state running.
For those of us that just don't want to be around too many idiots and be left alone with our family, it's a hell-scape. Not that California has more idiots than anywhere else (though it just might), it's just there's so many people you're far more likely to encounter one in your daily activities.

Considering I have heavily modified my 8.... I am currently registered as non-op and do not drive my 8. I am going to remove my turbo kit and return to stock tune for the emissions test hopefully before the end of the year (but no promises, the car is still at the body shop and getting a lot of work done to it.) Once I have it back, I will be doing even more work and modifications as I make my way towards having it put back together 100%.

Well I'm from California , so I'll chime in. Let me lay this out once and for all!

I Live a few mins south of San Francisco, if you are to walk your dog in SF you better carry a poop bag as it's a fine to allow your dog to **** on the street and not pick it up, if you after picking up after you dog (as a cop is standing by) walk into the street and drop pants and take a dump in the street yourself zip up after and walk away...well that is 100% legal as people shitting in the street is not illegal. That is the genius that runs the political and legal machine that governs this city / state. CA is a beautifully state that is governed by those that make the laws above , it's hard to defend that sort of stuff to be honest and it makes me sad to say. But let's be honest when we back our beloved CA , it's got some serious issues muddying the waters so to speak !

And as CA is a large state ( no TX to be sure) I can only comment on where I am , so take it at that. We do have fantastic weather!

It might not be enforced for the thousands of homeless loonies who don't have $1000 and are mostly in the street because the state kicked them out of asylums and prisons in the first place.

...State referee? What the hell is that? I was thinking of bringing my 8 to CA to drive once a week to work, it's registered in AZ, and no emissions are required in my area. I'm starting to think if I got caught in CA with the modifications I have, I would be thrown in prison.

Typically CA ignores foreign plates for small vehicle code violations so long as it's not a big safety issue. They know they'll more than likely never collect the fee so they seldom ticket you.

Not exactly; if you live out of state and your vehicle is registered out of state they cannot enforce local emissions laws on you. That only applies to residents and their vehicles registered there. I have no doubt certain authorities would if they could, but technically they can’t.

I live in the Bay Area of CA and my 2005 RX-8 just passed the software-checking smog test. I have had the Cobb Accessport installed for years with several different tunes from Mazda Maniac. My process was to "uninstall" the Cobb & revert back to stock tune. I cleared the codes (B0000 and P0100 were lurking in there even after that) and I drove the car ~50 miles to set the monitors. Of course I had already removed the track parts (header & midpipe) and replaced with stock parts.
When I arrived at the test station, I told the smog tech that the car had been tuned and reverted, and he just shrugged. He complained that the state provided his shop with no training and zero guidance on how to apply and enforce the new law. He was frustrated that he had to operate in a big gray area. He said only one car failed in the ~1 year since the law came into effect. The test itself is completely automated...it just churns away (connected to the OBD2 port) for ~5 minutes and then says "pass" or "fail". Good luck out there!

I personally welcome this and say it was about time accountability has come into the discussion. We all know that if your car is 'modified' it doesn't belong on the street.
In the end these policies will do much more good for law abiding citizens driving on public roads than the impact it will have on performance shops, enthusiasts, auto economy, etc.
Hate to be the adult in the room but there are plenty of other hobbies which require modification(s) that will satisfy that 'tinkering' itch.

I personally welcome if I want to go out in my field and burn a bunch of tires to offset the communist influence Im free to do so... I own my property not the state. Keep that in Commiefornia please.
