Well, I live in california, so it doesn't get that cold where I live as other places do. With that said, if I start the car up and turn the heater on full blast (AC button off! and **** on the right turned all the way to the right) it takes about a minute or so for hot air to come out.
And by the way just replace the fuse, its only like 5 bucks for a pack of 10 or whatever from your nearest kragens or auto store.

The fuse is probably for the Bose system. If you have a sport (as your first post says) you are ok with out it. It shouldnt be too hard to get to the back of the fuse block to see if there are any wire connected to place where the fuse is missing. No wires, no worries. Silly question, does your radio work?
As far as the heater goes, this sounds like a pretty common issue that is addressed in a "sticky" in the "Do it yourself" section of this site. Look around the site and you will find the answer to just about any question you will ever have.
