Can the rear wheel felt liners be removed permanently, they are falling apart under the fender.

 

I am assuming you are talking about the plastic liner. Not a good idea to remove them as it will cause debris to get kicked up into the bumper and rear area.

For a cheap solution, clean the wheel well and the liner and use automotive double sided tape to keep the liner up off the wheel.
