The least they could do is tell why they didn't handle the penalty. The most they could do is handle a 20' post race penalty.
The problem is that, by either just negating or admitting that Vettel overtook under yellows without handing him a penalty would lose the FIA a lot of credibility.

They don't have much to begin with imo. They try to manipulate to much going as far back as Prost/Senna with his disqualification at suzuka therefore giving the title to Prost. The alleged Ferrari/Schumacher years. Even this year when they disqualified sauber after Melbourne but not red bull in Canada. The FIA do as they please. If they follow their own set rules vettel will get the penalty, if they like vettel/red bull more than alonso/Ferrari they won't.

Ferrari has time 'till this Friday to make an inquiry to the FIA on why they didn't handle him a penalty.
I think that it's possible that they just overlooked it, since the pack was crashing, spinning and fighting... a backrunner might not get the deserved attention.
Now the question is.. will Ferrari act? A 20 seconds post race penalty would result in Alonso winning the championship...

Red Bull team principal Christian Horner believes Michael Schumacher "passed the baton" on to Sebastian Vettel when he allowed the Champion to pass him at Interlagos.
Although seventh place would have been good enough to help Vettel to secure his third consecutive title, Schumacher didn't put up a fight and moved over to allow his German compatriot to move up to sixth during the closing stages of the Brazilian GP.
Horner says Red Bull are grateful for the retiring seven-time World Champion's "gracious" gesture on Sunday.
"Michael very graciously gave him P6 and that was enough to convert his third consecutive World Championship," said Horner.
"Michael is renowned for being a tough racer. I think it was his gesture to Sebastian, almost like passing the baton on.
"I'm sure it was not particularly well received at his former employer [Ferrari] but I thought it was very magnanimous of Michael to move out of the way for his fellow countryman."

This guy has the 'evidence' on his YT Vid, as he says out of the 3 so called passing under yellow flag observations, only the one at around lap 3 or 4 occurred by Vettel which was illegal passing RB Toro Rosso...Not Indian.
This vision did not go out to the world broadcast, only on separate on board camera Sky Race Control feed.
Look at 11.00 and repeated @ 12.00 (approx) Vettel clearly passes while under flashing yellow and while his dash flag warning indicators were still on.

I find it interesting that technology can warn a driver instantly when he is in a flashing (waving) yellow flag zone on his dash, but can't report back via transponders when 'a' vehicle passes another while in this activated zone, surely some type of tech exists that could police this in real time for race control so action can be taken immediately like most other race infringements.

, so effectively it could be a Red Bull car passing another Red Bull car illegally at beginning of race which could sink their 2012 title...as I see it I think Ferrari would have a very strong case...we will see.

The point is that redbull effectively has 4 cars on the grid... that's a problem when you have 20% of the starting grid on your side ready to help you.

This yellow flag passing incident is very interesting,I wonder if anything will change because of the video evidence or will it just get swept under the rug.
And Shumi giving Vettal the position, although gracious for his final race I don't think it would happen if the tables where turned

I was a Marshall (Corner Worker it's called here) for over 15 yrs. I've even been in charge of the corner crews at pro and amateur races. I've called in passes under the yellow, been requested to write them up and then had them dismissed by the Stewards Of the Meet. I don't remember a driver being penalized for the infraction. Now, these have been amateur drivers and there wasn't any video evidence to back it up.
I wouldn't hold your breath until Alonso is made champion.

Well it's good it got cleared up at least. On to 2013! The regulations stay mostly the same next year so I'm worried it might be another season like 2011 if Ferrari don't find atleast 7 tenths in that car. Mclaren without Hamilton won't be much of a threat. Button isn't good enough and Perez is 50/50. He'll either be great or a non factor. I have a feeling Mercedes might have something radical in the pipeline that could make them a frontrunner because Hamilton cares too much about winning to just go there.
