NVM, headlight vilation wouldn't count for car violation. Only vehicle height violation in CA for minimum height is as follows, in case anyone happened to care:

wtf so yesterday driving home some dbag pulls up next to me and tells me my brake lights are out. I'm not too surprised as I've had LED's go out plenty of times already. I say thanks I'll change em when I get home. When I got home I checked them and they were fine.
