Rear collision - GAP between fender and bumper cover?

Rear collision - GAP between fender and bumper cover?
Should I take this back to the body shop and ask if they can fix this? Or is this normal/expected? I was hit by a FedEx truck in a parking lot. They damaged the passenger side fender/bumper cover. So it was a new bumper/paint and aluminum body work.
I have no idea what those little spacers are between the car and the bumper on the passenger side. The drivers side that wasn't damaged doesn't seem to have them.

The drivers side had no paint work done other than the bumper cover being painted as a whole. The passengers side had to have the body painted as well. So the only thing I can think of is the spacers (whatever those things are) were placed there to prevent fresh paint from pushing up against fresh paint?
