Question Winter Probs or need a new clutch?

Ok, Since the clold weather has hit I have been having some problems.. I have a manual and have a habit of pulling my E-Brake up when I park.. Recently I noticed that after I let my E-Brake down when I come to a stop my e-brake light comes on like if my e-brake was pulled up.. Then when I leave in first gear it seems like my car doesnt have the power it used to have and I smell this nasty smell like the clutch is burning.. When im in . lets say 2nd gear at a bout 5000rpm I go to change to 3rd and the rpm dont change that much.. Like it will drop to 4500 rpm ,thus it makes it seem, I don 't even need to go to 4th but straight to 5th.. What bothers me is my car don't have the power it used to and my e-brake light comes on and when I hit the brakes real fast or punch it I get a awful smell.. I don't have the power I used to either.. I think either my clutch is going or my e-brake isn't releasing.. It started this when it got 35 and below temps outside.. If anyone can help me please do..

The smell only comes from the back tires, but comes through my heater vents pretty well.

it probably seems like it doesn't have the power, because your back breaks are sill applied.
what happens is when it's really cold out the cord that runs the back breaks from the e-brake will get frozen.
this means whel you push the handle down the cord won't move and will keep the breaks applied.
just let the car warm up in the mornings and this should fix it.
