stripping wheels

i want to take the clear coat off of my wheels due to it chipping super bad. I want to paint them as well, anyone have any idea of a stripper or something that will eat away the clear coat? or any other ideas beside scuffing up the clear coat and painting, like i said they are chipping bad so i want a smooth finish to paint..

did this strip the clear and the paint both? if so that would be great, i am going to paint the wheels black hope it looks good, should i paint the inside and the outside all solid or just the face? if i do the back then i will need to have them balanced again...
