Relative to zero offset, +45 is more "aggressive" than +15, but neither here nor there indeed.
Getting back to the OP, you have to consider rim diameter, rim width, rim offset, tire width and last but not least tire aspect ratio (sidewall height) to preclude fender rubbing, especially when suspension is dropped.
