It could sag a bit, but doesn't set the height. You can compress a shock by hand, it doesn't have enough force to hold up a car.

Here is a pic prior to replacing the shocks. Springs were tested by Tein and were fine.
Rubbed on everything when my young daughter was in the back seat (70lbs or so). The wheels were only 18 x 9 +27.

Oh and here are some pics of the springs binding while the car was sitting with the old shocks on. I assumed the springs were sagging since all the 'experts" told me shocks had nothing to do with ride height.

Or why an RX-8 with H techs and stock shocks can be lower than an RX-8 with S techs and stocks shocks.

Well I discussed my issues with several forum "experts", researched online, and a spoke with a couple of reputable shops here locally and all of them told me that my shocks being bad would have nothing to do with ride height and that only springs affect ride height unless there is something else physically broke. But yet replacing my shocks with new ones restored my ride height.
Another local member had an almost exactly similar issue with a set of brand new Tokico D specs. Putting his stock shocks back on (same springs) restored his ride height as well.

Who cares indeed. I know what I've seen and dealt with, I only said ride height is dictated by the springs. The way a car rides/sits can be influenced by the shocks but they in no way set your ride height. Try taking your springs out and tell me how far it drops on the struts, then do it with just the struts. There's a huge difference. /schpeel
