what should i do (dealer trouble)
when i bought my car NEW it had a few scratches and a nice chip on the door the dealer said bring it back wednesday and we'll make it look like this never happened. well, i called wednesday and they said they dont have TIME for my car. i called again and again and a week went by and i found out poeple come to there dealership and fix there cars (touch up) and still they dont have time for my car what should i do?
This is going to sound rude, but I dont mean it that way.
It sounds like youre a push over. Put your foot down.
If youre told no a a service tech, speak with the manager. If the manager doesnt do anything, speak with the owner of the dealership (if possible). Then move on to the Mazda Region/District/Area Manager, etc..

Thats not normal warranty work. Another dealership would want to charge him for the work most likely, which is why Im guessing he hasnt done that.

Some dealers suck. This seems to be one of them. They lie about the cars they sell, the financing they offer, the "rustproofing" your car "needs". They also lie about the wonderful service they give after the sale.
We discussed honesty on another thread. This dealer has been dishonest to you, so they've got it coming...
Drive over there on a sunny Saturday afternoon, when they're really busy. Tell the sales manager he's got one hour to get your car painted or you're going to sue. Tell him loudly, in the middle of the showroom, with as many customers in earshot as possible. Make sure you're hair is washed, your shirt tucked in and wear a jacket and tie if you can pull that off. Raise your voice but do not use profanity. Your goal is to be loud, annoying but very respectable looking. The kind of pissed-off customer that other customers will pay attention to. You know, the typical American!

Besides, you said you have their promise to paint in writing. If you actually had to sue them you'd win, but it will never come to that.
If he really is a stupid, two-bit jerk, then keep making a fuss and demand to speak to the owner. The owner will be tough, the toughest guy you've ever dealt with. If you blink you'll lose, so don't blink.
If all that fails then contact MazdaUSA. Like the others said, they don't like hearing about dealers who cheat customers. This is really a dealer issue not a Mazda issue. That's why I'd go to Mazda only as a last resort. Not directly their problem and they might decide they don't have to deal with it.
Then you sue. You could do that yourself with no attorney. This is a small claims court issue and attorneys aren't needed there. (Not meaning it's petty, it's not, just that it falls below the dollar limit that legally defines a small claim.)
P.S. Do NOT let him drag you into an office to "Discuss this in private." Privacy is to his advantage, not yours. He wants you out of his fancy showroom. Stand smack between the two most expensive cars on the showroom floor. Don't budge until they publically agree to paint or the police show up. Don't damage anything either!
