Strange wheel sound and "thing"

Noticed something behind the right front wheel of my RX8 after hearing a whistling sound while I drive and turn the wheel and backing up...anyone got this in theirS? what is it? looks bent? i have it on the other side too...it looks lifted and pulled back, bent...i was driving really slow just to hear n see where the sound was coming from and as soon as i accelerate i hear it more like its going as the wheel is rotating...i wish i could explain better...maybe ill upload a video...

The circled metal part is supposed to be bent inwards the wheel well to help cool the brakes when the car is in motion, kinda hard to see from the pics whether it is bent from its original form.
