Secondary air pump question

Secondary air pump question
So I bought an obdII the other day and checked my 8 and 2 issues codes came up. First one for Secondary air system and second for oxygen sensor. Oxygen sensor probably caused because of my straight pipe.
I have checked the air pumps for blocks and found none. Issue was it did not receive an electrical supply. Checked the relay by the pcm, and it was fine. And a mechanic I showed it to said it might be a problem from the pcm sending grounding to the pump.
(which would mean the black wire) but this other mechanic found that the fault was actually in the red wire not sending a positive signal.
All this was very confusing because Im familiar with an engine but the electrical components of the car are still new to me. So its between getting the pcm repaired, or the wire up to the motor.
I should also add I did not get a CEL even when I unplugged both connections on the air pump, no light came on inside the car. And I made sure it does work on cold start. Motor is fine, when connecting straight to battery it worked.
Any idea's what it could be? Or maybe I am understanding something wrong?

True, many members disconnect or totally remove the pump if they are catless, since the only purpose it has is to pump air into the cat.
Vendors sell plates to cover the hole if you take it off.
