Probably the best bet will be to call VIPER alarm for help. I've had this happen to company vehicles, and each time it has turned out that the ignition kill part of the alarm system is engaged and has to be cleared or turned off in a specific way.

I think they refer to it as the "ignition interlock". And I am not aware of a VIPER system without it, but there still might be one that does.

Usually it is used as a safeguard in case someone tries to bypass the system, triggering and locking the ignition down if it detects the system was tampered with (like disconnecting the battery, disconnecting sensors, etc...)

The first time it happened to me it was a battery disconnect that triggered it. A few minutes on the phone with the VIPER customer support and I had it corrected. I had to verify that I was authorized to work on the vehicle, etc... so being as it was a prior owner, you might have to send them some sort of documentation that you are the owner now. And I could see that becoming a pain. But it's probably your best shot.

For my systems it is something along the lines of key in the ignition, turn to on, press a button installed with the kit, hit a momentary switch while pressing the button, cycle the ignition on and off twice, and it cleared it. The exact sequence and what is physically installed varies from system to system, car to car.
