REbuilt Engine wont turn on, Please any advice?

Hi! I just recently rebuilt my 13b-msp.
I replaced Apex seals, springs, Side seals, springs, corner seals and springs. pretty much everything except the rotor housings and irons. I also replaced the eccentric shaft timing plate as well.

I am having an issue were I cannot start the engine. It gets fuel. After a while of cranking it the check engine light flashes 8 times. what does that mean? I believe it is telling me its flooded. Is this correct?

Is it possible to put the eccentric shaft plate on backwards??

I only see two grounds, One on the intake manifold and one at the bottom of the engine on an Iron. Are these the only two grounds??

I bough new spark plugs and that wasnn't the problem.
I tested the Coil packs using the TBS from mazda. they seem to fail but I still get spark on the spark plug.

Im a little fustrated and have spent a lot of money and I can't get it to turn on. Can someone please give me some ideas?

I also noticed that my fuel return line isn't getting any fuel back, could this be a problem or does the engine have to actually turn on for the fuel to return?

there is a white dot on the plate that needs to face forward (it should be on the right flat of the 2 flat surfaces)
grounds under ther air box next to ECU, on the harness mounting, both sides of engine bay
good luck man just put mine in my car saturady and had a bitch starting it....ended up being the bhr ignition wasnt grounded properly....are you use OEM coils

I really appreciate your help! I am using the oem coil packs. I did the test on the coil packs but they failed... At least I thought they did. I have a ohm reader and I was getting the 0 ohms, which is failing. But the spark plugs still spark when i tested them with the coil packs. I happened to shock the **** out of mysefl...maybe they are just weak. they do have small white spots on the bottom.

I am going to do another compression test but this time with a completely full battery.

Should I ground the stock oem coil packs from the wiring harness?
Im gonna have to order new coil packs. Im gonna get the bhr kit. I didn't want to spend any more money but I need to get this car rolling. lol

I am going to ground the hell out of the block as well. I noticed I don't have the ground on the harness mount....where does that one mount to?

Do you know why the Check engine light blinks eight times? i put in the code scanner and get no codes.

Did you put the fuel line on the evap hose and the evap line to the fuel hose? It is easy to do and the car will not start that way

I Think connecting the fuel line is the only thing I did right! LOL! thank you, i checked it. It was fine. Im definately missing the ground cable that goes on top of the middle of the block. I am also gonna get new coils, and a earth ground kit. I hope this is it... Thank you for your input
