Problem Fixed, Under further investigation there is nothing wrong with my pack wiring and the packs are not out of order. For some reason the last owner had the plug wires on backwards 1&2 and 3&4 where swapped and the car drove fine, yesterday i took it all apart and wired the correct way and the car runs fine.
