Rotor tip seal - an idea?
Sure it would.
The "increased pressure" is outward motion. It may only be a few ten thousandths, but moving that force to the "shoulder" of the seal instead of the tip would produce the same effect.

Apart from that outward motion is going to vary dependent on the position of the rotor tip in the housing...
And wear and heat expansion means there's no way in hell you're going to get that accurate enough.
