Has anyone had to access the air pump relay...can you get at it without removing the ECU case??

I don't see any practical way to get at it with the PCM in place.

Its under the power steering filter.

When you lift the PS electrical filter out, the air pump relay will be clipped to the same plastic "rail".

Yes.
You remove the PCM and it is in the front/bottom of the case.

Why would anyone need access to that, anyway?

Air pump not working...and it works when the pump is jumped...so it is either the ECU signal to the relay...or the relay. Hoping it is the relay

Well, you can test the relay through the harness.
