Yes, at high speed. But the drag-lessening effect is minimal, especially when you consider rolling friction of tires, drag-inducing protruberances like rear-view mirrors, spoilers, etc.
On aircraft they can reduce fuel consumption noticeably in the long-run, averaged over several trips, but in a car I doubt you'd ever notice any gains in mileage or speed at all.

Maybe it's just me, but It just looks like it was stuck on the car with 3m adhesive, like a pep boys item.
