Don't have or want a disposable camera? I bet your cell phone has a camera, if it doesnt then you're 10 year old phone needs to be replaced.

Actually the only thing you should do is contact the police. You should not speak to the person nor attempt to help them in any way. The only thing you should really say to them is "I have contacted the police and they are on their way. Do you require any medical attention?" By asking if they are ok in that manner you open yourself up to the "Can you help me up?" at which point you become liable for any injuries that you might have helped cause. If you are not a trained professional you should stay out of it.
