I live in North Vancouver and pay ICBC $133 per month for my RX-8. Insurance is expensive in Vancouver because there is a lot of auto theft. But once you've been driving for a long time your rates will go down.

ICBC is only required for basic coverage. Take a look at Canadian Direct Insurance. You might save some money on your optional coverage.
