That's basically what we did to get her car running. That's why I did suggest the below, but it might depend on severity of flooding. I've hard some get away with just holding the throttle all the way to the floor and cranking.
"You can start pulling plugs, cleaning them, purging gas/oil out of the engine by pulling the fuel pump relay and cranking the car 10 seconds at at time, with 20 seconds rest in between, until all smoke and liquid doesn't come out of the plug holes. Then re-install plugs and crank it over. Once it catches, have someone plug in the fuel relay will quick. If it doesn't work....then start over. Oh yeah.......you better have a spare battery as this will kill a battery quickly".
