Regarding the rpms - I recommend cruising ~3,000 to 3,500 for two reasons: 1) fuel economy and 2) noise (especially if you have an aftermarket exhaust).
Seriously, 6,000rpms or higher attracts attention and turns heads. That's fine if you want the attention, but if you're just driving from point A to point B you don't want every cop you pass to turn, glare and assume you're driving recklessly by winding out your engine or assume you're just like the punk kids with the fart-can exhausts on their riced out Hondas. Anyone want to be lumped in with those idiots?
I tend to 'granny-shift' at ~3,500 or 4,000 rpms in town, especially when I see a patrol car. On the highway I put it in 6th to use the cruise control, but if I'm in tight traffic or expecting to pass I keep it in 3rd gear (or keep ready to get into 3rd gear).

I'm in Montreal, Quebec. Here on our drivers license we have 15 points, everytime we have a fine( ticket, speeding, pass on a red light, don't do a stop...) we lose points and when we renew our driver license that could easily double the price for the license and insurance for the car goes up also. This is the major trouble.
I have the original exhaust, doesn,t want to change.

Welcome! I live in Ontario but often work out of Quebec (Levis). Those Montreal drivers are the wildest in North America. Not even inches of snow or freezing rain slows 'em down.

Your going from horsepower to handling eh? What was your fastest 1/4 mile time on your Mustang? If its stock, it may not be much quicker than the 8.

My best was 13.95 sec. I will try to beat that as soon as the trac open in April and I will bring the 8 also. On tuesday night it cost only 5$ to race.

Actually, I got about 22-23 mpg in my '94 Mustang Cobra. And that was with 3:73 ring and pinion gears!
