In Regina, there were just over 1,500 motor vehicle thefts per 100,000 people, more than double that of Pheonix, Ariz., considered the car theft hot spot of the U.S.

Easy remedy for all these thefts..off with the hand..then the other if they re-commit crime..lets see them try to rip something off with stubs!! Punishment is pathetic..we are too civilized sometimes..criminals see this as a walk in the park..do the crime, stay a week, and maybe get caught again after profitting from the crimes..pathetic..
