Steering wheel position

The project car has the steering wheel offset by about 90 degrees.

Is there anything that would cause this except someone taking the wheel off and putting it on in the wrong place?
Thanks

Tie-rod adjustment and steering wheel position are your 2 options

Can I just pop it off and reposition?
I noticed the turn signal doesn't cancel. I wonder if someone tried to fix that.

you could try that, but do it while its on. Center it and try to get it to 0 degrees. Then remove the steering wheel and place it where its centered
