Back Of Steering Wheel Broke

Since I've had the car the plastic behind the steering wheel has broken away from the steering wheel and it makes an annoying scratching sound when you turn the steering wheel lol.

I was thinking about glueing/tacking the plastic to the steering wheel but I want to do it professionally. Is there a way i can remove the steering wheel and the plastic behind it so i can inspect and fix properly?
