That looks like a woodruff key and in all the times I've had my car apart and the engine out, I can't remember ever coming across one.

Your right it is a key. It is too wide to fit on the flywheel side tho...

Might be one on the other end for the pulley flange, but am not sure.

Correct: woodruff key, installs on the flywheel side. Secures the rear iron. See pic below from my tear down.

So would I set and measure end play before installing that?

See my build thread, Curt’s Gr8t 8 Turbo Build, from ~posts 120 to 140 to see my reassembly..., compression "chug" test..., and end play testing.

I'd recommend closing the keg and performing your compression "chug" test. You will need to hear 6 distinct "chugs" on two shaft revolutions to denote good compression, i.e. no side, corner, or apex seal issues.

Having successfully "chug" tested compression & seals..I'd then build the front stack in order to measure end play. At this point I'd be comfortable reinstalling the woodruff as I believe most end play issues derive from front stack mis-assembly.
