Sounds like, from your initial post, you have a plan. All I would change is getting a dedicated ODBII reader like an ultragauge ($60). way easier to deal with. And, the warranty is a great idea.
Thanks! I am actually about to leave to go test drive/purchase if that goes well. I did run the CarFax and saw some past history. It was serviced at Malloy Auto Mall in the DC area, and so I called them. They said that the previous owner had regular basic maintenance done with them, but also that he had come in twice for flooding, so apparently he didn't really stay on top of everything.

Given that we know that it's been flooded twice and that they changed out the spark plugs both of those times (the last time was within the last 2000 miles), what additional action should I take? Should it be even more urgent to change the plugs, wires, and coils just to be safe? I don't think they changed everything; they just changed the plugs because they were fouled upon flooding.

Any advice based on that info would be great! Also, I really appreciate everything that people have helped chip in with so far.

Coils & wires are a good idea if the age is unknown.
Also, flooding is commonly caused by misfires, which also cause Catalytic converters to fail.
It should be visually inspected if possible, and an OBD scan would be a good idea for any stored or pending codes.
