If it's Bluetooth, Apple puts some annoying restrictions on what sorts of devices you can connect. There are only a handful of BT OBD adapters you can use. As far as I know, the PLX Kiwi3 and OBDLink MX+ will work and only with certain apps (DashCommand, OBD Fusion, and maybe a few more).

Probably WIFI. After plugging in the ELM OBD adapter, look in the available networks list in the Settings/WIFI iPhone screen page. You should find a strange name, for instance with me it shows CLKDEVICES. Select that network and also select the "renew lease" at the bottom of the page Hopefully there will not be a password required for the connection. If a password is required try all 0's or something simple like 12345678.
