Car ran fine i shut it off and put the whole car back together 30 mins later wont crank or start

list of things ive tried:

-tested battery
-used jump pack
-bench tested starter
-double checked all my wiring to my switch board
-tried starting with a jumper wire on the starter relay

key was always in

even with no key in the car i could get the engine to crank over by running a jumper across the starter relay in the fuse box.

im legit loss for words i have no idea whats going on here anymore

is there any systems that would prevent the car from cranking that i havent thought of?

so confused…..

yes the engine turns over by hand and is not locked up its a brand new engine

 

Is the immobilizer light on the dash flashing?
