It would be very difficult to quatify a tint ticket with a photo. I don't know of any cameras that record ambient light conditions at the target on the picture. My tint is pretty dark, but during the day you can see into it pretty well. Even clear glass becomes a mirror as the light on the backside of it approaches zero. If you have very little light entering the car and a black (light absorbing) interior, how do you quatify the amount of light lost passing through the glass in a photo. I see pictures where it is tough to tell my car has a generous 6" brow of limo tint on the windshield. That's 5% next to roughly 95%. If those look the same, I don't see how you can tell 15% from 70%.
