Here's an example package for the GTO priced more than what Tigger is wanting to spend...

They're measuring in crank hp/torque, but it translates to ~460-465rwhp.

I think you can do a lot better finding a reputable local shop and shopping around for the kit yourself.
There's a local guy running around here that has one built from them, I posted pictures about 1-2 years ago somewhere around here. it's blue and it was insane, but I would have to agree with you, 7k on a diy budget will take you ALOT further My vote still goes for working from the bottom up and doing engine stuff last, make it lighter, maybe cage it, get some meatier tires, suspension, etc. ****, that car stock minus a couple of hundred pounds may be all the mod you need

^^^ Yep, absolutely, the LSX is a racing block but at a bargain price. It's design is amazing, and is capable of supporting 2000 to 2500 hp.

The LSX is an iron bock instead of aluminum which is why bore stroke 427 LS2's are fairly popular. Heaven knows the GTO doesn't need MORE weight!

If had asked me before today, I'd probably be more inclined to agree with that approach, however, I got to ride in my friends 550rwhp Twin Turbo LS2 GTO today.
He has no suspension, brake, or drivetrain mods other than "drag bags".
Holy jeebus, that thing is awesome. I don't think theres any point in shifting to 2nd, because it lasts about 1/2 a second until you get pinned back in the seat for the 3rd gear pull.
The surprising thing is that is was EXTREMELY well behaved, and it felt my car except above 3500rpms when it got into boost, it just pulled like a mad man. The chassis, suspension, and brakes did not feel like the additional hp pushed them beyond their limits, and at no point did anything feel unbalanced - it was just FAST.
Would it benefit from a well tuned suspension and a big brake kit? Sure! But, I don't think they're a necessity after this experience. I might get to drive it tomorrow!
