From the context we know, it looks like the cop is definitely the issue here. It's only for a minute before they pulled the PIT manuevr, not to mention the car is already slowing down.
This brings up an interesting point: why don't police cars in North America have a loud speaker installed? The sirens are already pretty loud so having a loud speaker wouldn't add much to the noise issue. My old man told me that in Japan, the police cars have loud speakers that yell out your license plate so you know if you are the exact car that's being pulled over. It could also be used to communicate things like that, like tell them to pull over IMMEDIATELY no matter what or we will do a PIT maneuver.
I guess it's good that I can use a radar detector around here and I don't drive something with a high centre of mass...

Especially considering that the PIT maneuver is reserved as a last resort, and the car that's being hit can hit other cars or pedestrians. Definitely not helping with the police force's reputation, either.

I wonder what % of north American drivers actually know their plate #? Judging from the number of people I see running back to take a picture of the plate to pay for parking, I'd say it's pretty low.

they’d likely be too self-absorbed to even notice a loud speaker blaring in their ear …
