What's allowed now is a mix of 20 percent biobutanol and 80 percent ethanol . Cars running will have to carry extra weight until after the trial races.

Mazda is even allowed to run a turbo rotary. Why don't they? When they were running the R20B powered Courage a few years ago I asked them about it. They said that while they would gain some power, the RX-8 doesn't have a turbo so a turbo on the race engine wouldn't be indicitive of their street engine. I fail to see how a peripheral port 3 rotor is even relevant to the RX-8 anyways. Strange logic. They had cooling problems with no turbo though so adding one wasn't going to make things any better in that regards. In the end it's all politics.
