It'd be such a stupid plan... I've seen plenty of "eco-friendly" cars with drivers who don't give a crap about the environment and drive them because it saves at the pump.
I drive a car with relatively poor fuel consumption but I also recycle all my glass and paper products at the local transfer station and don't throw my trash out the window on the side of the road. Giving people incentives to reduce energy usage is a lot more motivating than forcing a 55 mph speed limit upon the population.
Prior to living in the town I'm at now, I just put everything out in the trash. Now however, I have to pay for the town trashbags and recycling is saving me money. Sorry for ranting, but I get pissed off when I see crap like this

It's only a matter of time until emissions testing does take effect out there so enjoy it while you can. Speed limit changes to control emissions are just vaporware ideas from people who don't know anything.
