Mazda dealership - service tech hookup

Any Mazda dealership service tech out there in SoCal? I need hook up on recall certification 4206F. My local dealership are lame and don't want to perform the certification for the reason that my car has been modified. Let me know if we can work something out. Thanks...

Which one is your local dealership? and where in SoCal are you located?
Can you put the mod back for the purpose of the recall?

I want to get MSP16 done, but I have not attempt to find out which one will do it for free (even though they suppose to do it for free, some do charge for diagnostic).

At its current state, putting the stock parts back is more work and down time and it does not seem to be feasible for me. What I need is a hook up that would give the recall certification/coupon that I need to send to the dmv.

I believe MSP16 is the loss of power recall which is an ECU flash that needs to be uploaded.
