Citation sign offs

Citation sign offs

So today, I called the local police department about signing off my citations that i got few weeks ago.

The officer told me the sign off fee would be 25 dollars, but then I can go to any CHD??? in the area to get it signed off for free?

anybody know what CHD stands for??
hahaha I did ask, but he said something like California Highway department???
I tried to google it to see any close one by me, but nothing comes up for California Highway Department
