Does anybody have a good idea of where this buildup is possibly coming from?

 

Is there oil on the air filter and downstream in the intake accordion? If so it's barfing up via the oil fill neck ventilation at high rpm. But I can't see any oil in the video so don't know if that's what you're referring to.
