Air conditioner whine

So after driving through the tropical depression to flOrida and back, my ac compressed started whining. It only whines when turned off though, when u turn it on it goes away. My buddies Saturn started doing this also when his car got flooded, water flood not fuel. Could anyone tell me how to fix this?

Check the bearing that the pulley rides on.

Remove the belt and spin the pully; should be free & quiet. Don't forget to check the tensioner bearing too.

It only whines when the A/C Compressor engages. Would it be either of those with these symptoms?

Thought you said it only whined when the system was off. The pully /idler bearings probably aren't causing the whine; could be a compressor malfunction. Can you upload an audio clip of the whine?
