when the car is running or even when it's off?

if the car is off and you smell gas: gas leak, get that looked at immediately
car is running: might be a bad catalytic converter.

I had a similar issue shortly after taking it for a Sparkplug replacemet.

Apparently the Fuel rail "Sprung a leak" (totally unrelated to the service performed on the car... right)

But the dealer was super cool about it and replaced it under the extended powertrain warranty

I mostly got the fuel smell once the car was running though. (don't know it your issue is simmilar)
